(1) Those who want to use the forest products mentioned in Schedule-6 except for wood, firewood, khair and herbs should submit an application to the authorized officer. If not, the authorized officer will be able to sell and distribute such forest produce by taking the receipt as per schedule-6.
(3) Notwithstanding anything written in sub-rule (2), the Government of Nepal may give the sale and distribution of forest products other than wood, firewood, khair and herbs to the person who collects the highest amount through the Bolakbol system.
